- Created in 1953 as an independent agency of the federal government to aid, counsel, assist and protect the interests of small business concerns.

- Commercial Façade Improvement Program
- The Commercial Façade Improvement Program is a grant program of Fostering Commercial Urban Strategies (FOCUS) Initiative. Any property or tenant in the City of Indianapolis is eligible to apply; however preference will be given to buildings located on a designated FOCUS Business District. The program funds up to 50% of total project costs, up to $20,000. Applications are accepted in February and June each year.
- Technical Assistance
- The Technical Assistance program provides small grants ona competitive basis to CDCs to help them partner with and secure commercial real estate expertise for early-stage commercial development activities. CDCs have access to an experienced Commercial Development Consultant. This program supports building capacity of business owners.
- Brownfield Redevelopment Fund
- Through a partnership with the City of Indianapolis, non-profit organizations can remove environmental barriers and spur redevelopment at brownfield sites through the Brownfield Redevelopment Fun, which provides grants up to $10,000. For profit ventures are also supported through this program as a matching grant up to $10,000.
- Seed Funds and Project Loans
- Local Initiative Support Corportaion offers assistance to community-based organizations through flexible financing, training and technical assistance predevelopment and construction activities at commercial industrial and community facilities.
